The character of the proposed Central Bank building can be described as a combination of Neo-classical architecture with the stately features of an important Civic building, and Modernist architecture for the minimalist facades of a landmark Commercial building. The Central Bank building will consists of a completely refurbished North Wing building, a new East Wing building, and a Performing Arts Theater building on the west side of the site all developed around a Commercial plaza, which will have vehicular access along the proposed new Plaza Lane.

The master plan solution follows in the design traditions of the New Urbanism movement which promotes environmentally friendly and walkable neighborhoods, combining a range of land uses and building types. The urban spaces which are framed by the building architecture are created for both formal and informal public gatherings, and the connections between the spaces are an enjoyable pedestrian experience.
